Specialists from COTES to develop normative and technical documentation for fuel usage at Ulan-Udenskaya CHP-1 plant

COTES has commenced the development of normative and technical documentation for fuel usage at the Ulan-Udenskaya CHP-1 plant. Setting of rational standards of fuel use means establishing of technically sound values for operating parameters and equipment performance, specific fuel consumption per produced electric power and heat which are used to analyse economic feasibility and efficiency of a power plant and during tariff substantiation in accordance with the order of the Russian Ministry of Energy No323 of December 30, 2008.
The specialists from COTES will develop energy characteristics of boilers and turbines installed at the power plant, define the rates of power and heat consumption for CHP auxiliaries, prepare diagrams for initial nominal specific fuel consumption and the model for calculation of specific fuel consumption.
Within the scope of development of normative and technical documentation for fuel use, COTES’ experts will carry out efficiency testing of a new turbo unit of Ulan-Udenskaya CHP-1 in November 2011. The purpose of the work is obtaining initial data about actual efficiency of the turbine unit and its main components, comparing of its efficiency with the current specifications and standards as well as development of energy characteristics of the turbo set for its further operation at the power plant.
The scope of work for turbo unit testing includes experiments for estimating availability of the equipment and metering circuit to testing and four series of main modes (condensation, heat extraction modes, steaming mode with alteration of steam consumption during steam extraction from minimum to maximum; ST-mode with a fully closed grid valve and changing heat-extraction load of district water heaters from minimum to maximum) at different power and heat loads.
The project shall be completed in February 2012.
